The City Council of Helsinki proposes the establishment of an employment services municipal enterprise

The Helsinki City Council proposes that the City Council establish the Helsinki Employment Services Municipal Enterprise, starting on January 1, 2025.

The City Council must still approve the City Board’s proposal.

The municipal enterprise will be responsible for providing public employment services, promoting employment in the city, as well as the development and coordination of related services, and providing services that promote the integration of working-age individuals.

“The City Board believes that the municipal enterprise model is the most appropriate way to organize employment services at this time. Especially in this situation, it is important that five political representatives and two officials, one of whom will serve as chairperson, are appointed to the board. We are unanimously satisfied with this decision,” says Deputy Mayor Johanna Laisaari.

An external evaluation will be conducted on the effectiveness of organizing employment services and integration-promoting services in the latter half of the 2025-2029 council term, once there has been several years of experience with the municipal enterprise model.

Other clarifications were also made during the City Board meeting by the Helsinki Social Democratic Council Group, which were unanimously added during the meeting.

“For us Democrats, it is extremely important that the municipal enterprise model is monitored and evaluated so that we can make the functioning of the enterprise visible in this significant sector,” concludes Deputy Mayor Johanna Laisaari.
